Francesco Molinari is an independent research and project manager working for several public and private organizations in Europe, including clients from Belgium, Cyprus, Greece, Israel, Italy, Portugal, Slovenia and the UK. In his career he has been involved in the coordination of (or participation in) about twenty ICT-related R&D and innovation projects at European, national and regional level – many of which on the topics of eParticipation and eGovernment. For the European Commission, among others, he wrote in 2008 a study for the assessment of the Living Labs approach in the EU innovation and Future Internet scenario. For the Italian Ministry of Economic Development, he has led in 2010-2012 a State-Region Working Group aimed at the establishment of PCP (Pre Commercial Procurement) in the local public administration practice.
